Whomever his opponent is needs to make the people aware that Halter was behind the lottery and show how it has been the largest tax on poor people that has ever been passed. The size of the scholarships keep shrinking and the cost of college has escalated in Arkansas at a very high rate since the scholarships were started. He managed to make education cost more and got the poor to pay for it. The last thing we need is another George Step-all-over-us look-a-like.
