Hoyer: People should be upset with Congress

House Minority Whip Rep. Steny Hoyer of Maryland said Thursday, Dec. 27, 2012, that the American people have a right to be upset with Congress for not tackling the issues surrounding the looming fiscal cliff. He said they expect Congress to be at work.
