Lawsuit over polling sites

A Hot Springs attorney representing three Garland County voters has filed a lawsuit against the county’s election commission, claiming it violated the law when it opened only two polling places for Tuesday’s runoff election.

The Bayou Meto Basin irrigation project was awarded $37 million in federal stimulus money that, when coupled with $20.2 million in state funds, will allow work to begin on pump stations that will move water from the Arkansas River to farms in a 1,350-square-mile area.

Jail inmate population

The nation’s local jail population is declining for the first time since the federal government began keeping count. The number of inmates in county and city jails was about 767,600 at the end of last June, down by nearly 18,000 inmates from a year earlier. Growth in the U.S. jail population has been slowing since 2005. The latest total was down 2.3 percent and represented the first decline since the Bureau of Justice Statistics began its annual survey of jails in 1982.

Teen sex report

A growing number of teen girls say they use the rhythm method for birth control, and more teens also think it’s OK for an unmarried female to have a baby, according to a government survey released Wednesday. The report may help explain why the teen pregnancy rate is no longer dropping like it was.

Arkansas has once again applied for a portion of $3.4 billion from the federal Race to the Top grant aimed at improving student performance across the country. The state hopes to use the $175 million it’s asking for to turn around low-performing schools and improve the quality and support of teachers and school leaders.
