A convicted rapist and parolee facing new rape allegations was released on bond last week from the Pulaski County jail despite a new state Department of Community Correction policy that should have kept him in jail pending a parole-revocation hearing.

OK. Someone tell me I'm reading this correctly: " Perry, who was convicted in 1991 of the rape of a 9-year-old, paroled out of prison in July 1997 only to go in and out of prison on new charges and parole violations. He was most recently paroled in September 2011 after serving less than a year of two concurrent 84-month sentences for felony theft by receiving. " I copied and pasted so all could READ IT AGAIN... This scumbag is paroled after 6 years with a 9-year-old rape conviction? He should have been thrown under the bus with that one in the first place. On top of this, he is paroled again after serving less than 1 year of a 14-year sentence? Who in the hell is RELEASING these criminals back out on to the streets? I think it is time to look further back up the ladder - judges giving sentences FAR TOO LIGHT, parole boards turning them loose.. need I say more? WHO is in charge of this mess? Is it this bad all over the country?

This is just flat out stupid. This trash should never have seen the light of day after his first offense. Our justice system is a joke. I have concluded that many of our judges and lawmakers, being wicked sinners themselves, have more sympathy with the criminals than the victims, more concern for the well-being of these evil-doers than for future innocents in their path. I expect to see this rapist in the news again in a few days for committing some other heinous crime. When that happens Judge Leon Holmes should go to jail along with him.

I just looked up his mugshot. On 01 NOV 12, he was also arrested for FAILING TO REGISTER AS A SEX OFFENDER!!!! Now, a little more than 6 months later, he is charged again with the RAPE of someone's 14-year-old child.
GOVERNOR BEEBE, ARE YOU READING THIS???

This sick POS is 49 years old and is convicted of and charged with raping children. HE CANNOT BE REHABILITATED IF HE IS STILL RAPING CHILDREN AT 49 YEARS OF AGE!!!

WRONG JUDGE! Leon Holmes is a FEDERAL judge; criminal cases in his court do NOT involve the Department of Community Correction (a STATE agency) in any way. (Indeed, the last Federal judge in this state to routinely hear rape cases was probably Isaac C. Parker back in the 1890's -- and those were from modern-day Oklahoma, *NOT* Arkansas.) Perhaps you meant Leon JOHNSON, who *is* a Pulaski County circuit judge.

The attitude of "it's not my fault" seems to be the response of everyone in all levels of government today. The example set by the occupant of the Oval Office seems to be spreading all over the country in government at all levels!!

If RBBrittian is correct and it is Johnson instead of Holmes, then you can't even get a story written correctly in Ar.
Regardless of who the judge is, this has got to be the biggest group of idiots ever gathered together!
This is a blame each other and "it ain't my fault" and "I'm not allowed", "we are not allowed", "they are not allowed", "that department was supposed to", "I didn't get the request", and "well we sent the request" and NO ONE HAS A CLUE WHAT IN HELL'S NAME THEY ARE DOING AND WORSE IS "WHAT THEY ARE NOT DOING"!
This is kinda simple.....Man rapes 9 year old....kill the _astard! He rapes no more! If our system of law doesn't have the brains or the guts to handle scum like this then I volunteer to be the executioner! A simple bullet or two in the head and a "14 year old little girl isn't raped"! Also a long prison sentence should be given to the incompetent, ignorant fools that let an habitual criminal, especially a child molester, out on parole.
Note: These two Sharpe people, Rhonda and Sheila, are they part of a family of idiots?
Laws and systems that are for the protective rights of the criminals before the protective rights of our children is TOTALLY INSANE!
Make it legal for anyone who wants to find and kill this POS.....and I bet HE can be found a hell of a lot sooner than the system finds him!

Yeh and what about the guy that has been sentenced to prison, for taking care of business. Someone that did the same thing to his child. Someone has to stand up for our children

Two in the chest, one in the head.
Child rapists are better off dead.
Liberals among you, they won't agree.
Educate and love them, let them go free.
    Better that we pay forever, coddle that damned soul;
Afraid they'll kill an innocent, let'em all out on parole.
