Vehicle-theft scam leads to arrest of 1

Police arrested a Little Rock man Monday in connection with a forgery and vehicle-theft scam that began more than a year ago.

Little Rock police served five felony warrants on Willie E. Evans, 51, of 16 Valley Drive in Little Rock. According to the affidavit, Cliff Cosen of Little Rock was introduced to Evans, who said he could repair two automobiles for him. Cosen had the vehicles towed to Evans' home in Little Rock.

According to the affidavit, Evans agreed to purchase one of the vehicles, a 1994 Nissan Maxima, for $1,800 once the vehicle was repaired.

In October 2013, Cosen drove by Evans' home and saw that the Nissan was missing. Cosen then reported the vehicle stolen. He soon learned that the vehicle had been licensed by someone other than himself. Little Rock police investigators determined that the vehicle had been registered to Yolanda Blueford of Little Rock, who told investigators Evans had given the car to her as a gift. She said that Evans had forged Cosen's signature on several forms necessary to obtain a vehicle title for the Nissan.

A similar warrant had been issued for Evans' arrest in August 2009, after investigators found that Little Rock resident John Graham, 53, had hired Evans to tow his 1998 Dodge Ram Van from his residence to a repair shop in the spring. In June of that year, Graham received a letter from the Department of Finance and Administration that they had received an application for a replacement title, in which Evans had reportedly forged Graham's signature.

Bob Padgett, owner of Baseline Motors, said he had purchased the van from Evans.

Evans was being held Monday in the Pulaski County jail in lieu of $3,500 bail on two counts of felony theft of property, two counts of felony forgery and one count of possession of firearms by certain persons.
