House panel endorses hair braiding bill

LITTLE ROCK — An Arkansas House committee has endorsed a bill that would make African-style hair braiders exempt from state cosmetology laws.

The Public Health, Welfare and Labor committee on Thursday gave support to the measure, which could end a federal court lawsuit against the state.

Braiders say required cosmetology courses don't cover their craft and can cost up to $20,000. They face fines if they practice without a license.

Rep. Bob Ballinger, R-Hindsville, said the law is embarrassing and discriminatory and that it harms small-business owners.

An attorney for the group suing Arkansas said current law violates braiders' constitutional rights. He says the lawsuit will be dismissed if Ballinger's bill passes as presented.

The bill now heads to the full House.
