TEXARKANA -- In the absence of an owner, 42 quarts of whiskey occupied "the dock" in the Arkansas Municipal Court today. The city attorney directed the attention of Judge Cook to the booze and said that it had been captured at the Union station while on its way to San Antonio. "Where is the owner?" inquired Judge Cook. "She became frightened when she saw the police coming," replied the city attorney, "and made her escape by fleeing the city." The judge then ordered the case continued for 10 days to give the owner opportunity to claim the goods.

• Little Rock is having trouble finding someone to donate the annual City Hall Christmas tree. Parks and Recreation Director Julius Breckling said that in the past someone with an unwanted tree in his yard usually has called and offered the tree if the city would come and cut it down. This hasn't happened yet this year. The tree should be about 16 feet tall, and would be placed in front of City Hall. The city tree formerly was placed in front of the Auditorium, but new fountains have been constructed at the Auditorium and last year for the first time the tree was placed at City Hall.

HOT SPRINGS -- Many pupils in Hot Springs and Garland counties went home early Friday to beat rising water and officials opened gates at Remmel and Carpenter dams, causing downstream flooding in areas along the Ouachita River, as Southwest Arkansas began to feel the brunt of thunderstorm systems that entered the state Thursday. State police also reported several accidents throughout the state, including three fatalities in two separate accidents Thursday night on rain-slick roads.

HOT SPRINGS-- Gov. Mike Beebe said Wednesday that he would consider using up to $60 million of the state's projected $300 million surplus to plug budget holes, and he urged President-elect Barack Obama and congressional leaders not to hold that extra money against the state by slighting Arkansas in a federal stimulus package. Beebe told an Arkansas Farm Bureau convention audience that he hopes Obama's announced plans to advance an economic stimulus plan won't shortchange states such as Arkansas that currently have a surplus. More than 40 states now have deficits totaling at least $24 billion.
