CONWAY -- A campaign will be started January 11 by the Church of Christ in Arkansas to raise $350,000 for the proposed college in Morrilton. The campaign will continue until January 17. The Rev. O.E. Billingsley of Waldo, who recently accepted the pastorate of the Conway church, will act as field agent in the campaign.

Dec. 31, 1969

• The state minimum wage will rise to $1.10 an hour January 1, Labor Commissioner Arthur Hays said Tuesday. The minimum now is $1 an hour. On January 1, 1971, it will increase to $1.20 an hour.

• Little Rock's city directors plan to decide Tuesday whether to create a day curfew that would keep children off city streets during school hours. Although nighttime youth curfews are becoming more common across Arkansas and the nation, day curfews are rare. Officials believe the Texas cities of San Marcos, Austin and San Antonio have the only daytime curfews in the nation. Michael Keck, the west Little Rock city director who sponsored the proposal, said he'd like the board to act on amending the curfew ordinance immediately after the hearing. "If a kid is involved in school work, he has nothing to worry about," Keck said. "But if he's involved in criminal activity, then he has something to worry about."

• Arkansas' two law schools are significantly expanding their immigration-law offerings. The expansion reflects the growing demand for such services in a state that has seen its relatively slight immigrant population grow dramatically in recent years, officials say. In the spring, the University of Arkansas School of Law in Fayetteville launched Arkansas' first legal clinic focused on immigration law. Then this fall, the University of Arkansas at Little Rock William H. Bowen School of Law launched a partnership with Catholic Charities Immigration Services to help process workers detained during immigration raids at Arkansas businesses.
