July 22, 1919
• Arthur Smith Jr., aged 5, son of Arthur Smith, 2800 Izard street, was badly bitten by a mad dog yesterday. The little fellow was playing with other children on the street. The dog jumped on him and bit him severely on the cheek and behind the ear and under the arm. Ten stitches were required to sew up the wounds. The dog was killed and his head taken to the University of Arkansas Medical Department for examination. It was found that the dog was affected with rabies.

• Inefficiency and a lack of communication in the North Little Rock city administration were discussed early Monday at a general staff meeting called by Mayor Laman at City Hall. ... The mayor said there have been increasing problems resulting from a lack of co-ordination between city departments. He cited one case where he said one city agency painted some street markers and, in less than a week, another department dug up the street for repairs. Laman said he also started a program where members of each department reported any repairs needed or anything else needed in the city to the mayor's office so that a work order could be issued to the department in question. He said he directed the police to be especially watchful for street repairs and instances where shrubbery or some other obstruction has blocked visibility at intersections.

EDEN ISLE -- An investigation will begin today to determine the cause of a fire that destroyed a boat dock at Eden Isle Marina, Heber Springs Fire Chief Frank Valentine said Thursday. The early morning fire Wednesday destroyed 41 of 48 boats at the dock. Valentine said he hasn't determined the total damages, but expects it to exceed $1 million. Plans for replacing the dock haven't been made yet, officials said.

EL DORADO -- Police on Tuesday said a Louisiana couple stole nearly $7,000 from Murphy USA, the retail side of the oil company. Charles F. Taylor, 28, a Murphy USA district manager based in Louisiana, put his wife on the company payroll so she could collect checks from the company, El Dorado police said. An investigator with the El Dorado-based company turned over investigation files to El Dorado police in June, prompting a criminal investigation, police said. Police said Kimberly Taylor, 26, who went by her maiden name of Kimberly Guillory for the purposes of bilking the company, collected checks worth at least $6,873.68. She was never legitimately employed by the company, police said.
