This plaque is in plain sight in a public place used by hundreds and sometimes thousands of people. Do you know where it is and what it refers to?

Hint: Le Petit Pont means "The Little Bridge" in French.

Hint 2: There is a famous Le Petit Pont in Paris that links the Île de la Cité with the southern bank of the River Seine. Thirteen little ponts have stood there, one after another, most built to replace a predecessor washed out by flood. The current bridge is a stone arch built in 1853. But this plaque is in Pulaski County, Arkansas, not Paris.
