He was born in Missouri, but when he was one year old his family moved to Fayetteville. He graduated from the University of Arkansas where he was an outstanding football player. After graduation, he attended Oxford University in England as a Rhodes Scholar. When he returned to the United States he earned a law degree from George Washington University. In 1939, at the age of 34, he became the nation's youngest college president when he was named president of the University of Arkansas.

Two years later he began a career in Congress. It would last 32 years, many of which he would spend as Chairman of the Senate Foreign Relations Committee. In this powerful position, he pushed for U.S. membership in the United Nations and NATO. He also initiated an international fellowship and scholarship program, which allowed students to travel and study abroad; a program that became world-famous and operates in 155 countries.

He spent the last 20 years of his life speaking, writing and lecturing on foreign relations. When he died President Clinton honored him with the Presidential Medal of Freedom.
