PINE BLUFF -- At a conference today of committees representing the plumbers and the master plumbers, the strike, which has been in progress here since January 1, was called off. Under the new agreement, which was signed by all the master plumbers who had not previously signed the contract for a new wage scale, the master plumbers agreed to pay $7 a day.

ARKADELPHIA -- Dr. Martin B. Garrison, 49, superintendent of University City Public Schools of St. Louis, was named president of Henderson State College here Thursday night, the Board of Trustees announced. A native of Thornton (Calhoun County) and a 1942 graduate of HSC, Dr. Garrison will assume the post February 1.

HOT SPRINGS -- Don Raulie, executive director of the Hot Springs Advertising and Promotion Commission, has backed off an attempt to exempt local advertising tax records from the state Freedom of Information Act. Raulie had asked Garland County's delegation to the state House of Representatives to explore the possibility of closing the records.

• Some of Little Rock's oldest neighborhoods will undergo a rebirth of sorts after the federal government this week awarded the city $8.6 million to build or rehabilitate scores of homes. Federal stimulus dollars will help agencies including the Little Rock Housing Authority, Habitat for Humanity and Black Community Developers acquire property and build in various neighborhoods south of Interstate 630 and west of Martin Luther King Jr. Drive.
