HOT SPRINGS -- Evidently the troubles of Fulton ("Kid") Green, companion of Tom ("Curley") Slaughter, both of whom go on trial Monday in Circuit Court for the murder of Deputy Sheriff Row Brown, are just starting, for there arrived here today a warrant sworn out by A. J. Stanfield, cashier of the Farmers bank of Odessa, Mo., charging Green with holding up Stanfield and taking from the bank $1,500. The warrant came to City Manager George R. Belding, with the request that it be delivered to the proper officer and served on Green.

• The East-West Expressway in Little Rock has been added to the interstate highway system and thus will be completed with 90 per cent federal financing, United States Representative Wilbur D. Mills of Kensett announced Thursday. Mills said that the 7.4-mile facility, which will generally follow the route of Eighth Street to connect the proposed Interstate 430 on the west with Interstate 30 on the east, had been designated as Interstate 630.

• It always seems to take a tragedy to spur people to action. That's how the Argenta Community Development Corp. got its start. Actually, it was two tragedies. In June 1991, two people were murdered in an increasingly run-down area of downtown North Little Rock. After those killings, described as "a real crisis time," a community dynamism formed. "It was a point where people said, 'We're not going to live like this anymore,' " said Jon Sanford, president of the Argenta CDC. "It was just a progression of fear." Out of that fear and the desire to live without it came the CDC in 1992 and its goal to take back the neighborhood.

• Engineers are designing a route to lay hundreds of miles of fiber-optic cable throughout the state. The work is the first step of a three-year process that brings with it the promise of better education and healthcare access for Arkansas' rural residents, organizers said. The University of Arkansas for Medical Sciences in August received $102 million in American Recovery and Reinvestment Act funding provided by the U.S. Department of Commerce to create a high-speed data network that will link 474 sites in Arkansas, including health-care providers, universities and community colleges. "We're talking about bringing health care and education to the patient or student and not the other way around," said Mike Abbiatti, director of the Arkansas Research and Education Optical Network, or ARE-ON.
