Floy Belle Phillips Deloney, 91, of Houston, died at home on Saturday, August 20, 2011. She was born March 12, 1920 in Simsboro, Louisiana to Floyd English and Annie Belle (McGuire) Phillips. She attended Louisiana Tech University in Ruston and, in 1939, married Len T. Deloney of Athens, Louisiana. During World War II she worked at the Louisiana Ordinance Plant in Minden, Louisiana. In 1957, the family blew into Houston with Hurricane Audrey and settled there. She worked for the Harris County Tax Office for 38 years, retiring at the age of 75. For many years, she competed and traveled with her friends at Let's Dance. She was preceded in death by her parents, husband, older son, Len T. Deloney III, and sister, Louise Moshinski. She is survived by her son, Phil (Linda) Deloney; grandchildren, Jeff and Brian (Angela) Deloney; great-grandchildren, Austin and Madelyn Deloney all of Little Rock, Arkansas, grandchildren, Sheri Deloney and Tom (Sandy) Deloney; great-grandchildren, Kaylen and Alyssa Deloney all of Houston; sisters, Arnita Carnahan of Cumming, Georgia and Pauline Tabor of Jefferson, Texas, her special next-door neighbor, Sue Ann Pieri, and her constant companions Benson & Hedges. The family had received visitors at the residence between 5 and 7 p.m., Monday, August 22.
