Allan Wade "Dick" Horne passed away Sunday, January 21, 2018. He was the consummate attorney, businessman, gentleman, friend, father and husband. His favorite pastimes were traveling with his wife and best friend, Nancy, spending time with his daughters, Mary and Jennifer, having dinner with friends, playing golf and watching the horses run at Oaklawn Park. Dick was born June 11, 1932 in Nashville, Ark., to D.C. and Margaret Crowley Horne. He received his bachelor's degree from Henderson State University and his law degree from the University of Arkansas. The word "retirement" wasn't in Dick's vocabulary and he worked up until his death, going into the office at the law firm of Dover Dixon Horne PLLC every morning. Dick was a licensed attorney and admitted to practice law in the U. S. District Courts in Arkansas, the 8th Circuit Court of Appeals and the United States Supreme Court. He was former president of the Pulaski County Bar Association and served on the House of Delegates of the Arkansas Bar Association. In 2011, Dick received the prestigious C. E. Ransick Award of Excellence from the Arkansas Bar Association and the Arkansas Bar Foundation. He was AV rated by Martindale-Hubble, the highest rating bestowed for competence and integrity. Dick was recognized by the Best Lawyers in America for his practice of administrative and insurance law and received the publication's Gold Standard for Accuracy and Integrity. He was also recognized in 2016 as "Lawyer of the Year" in the practice of insurance law in Arkansas by the Best Lawyers in America. He was a member of The Select List of Law Firms and a member, former vice president and co-founder of The Federation of Regulatory Counsel, a national association of insurance regulatory attorneys. He was chairman of the Arkansas Tax Revision Commission and served on the board of directors of the Arkansas State Chamber of Commerce and Associated Industries of Arkansas. Early in his career, Dick served as chief counsel and assistant commissioner of the Arkansas Insurance Department. He was subsequently appointed insurance commissioner by Governor Winthrop Rockefeller, a position he held for three years. As insurance commissioner he served on various committees of the National Association of Insurance Commissioners, including chairman of the Securities Committee. He served as principal contact and attorney for the Arkansas Life and Health Insurance Guaranty Association, a position he held from its founding in 1989. He served on the board of directors of the Arkansas Mutual Insurance Company and the First Pyramid Life Insurance Company. In 1970 he was appointed Little Rock Municipal Court Judge, serving until the following year. He was a member of the Pleasant Valley Country Club, where he served as a board member and president. Dick was preceded in death by his parents. He is survived by his wife of 31 years, Nancy, his daughters, Jennifer Horne (Don Noble) of Tuscaloosa, Ala., and Mary Horne (Ben Johnson) of Little Rock. Visitation will be held from 5 to 7 p.m. Wednesday, January 24, at Pleasant Valley Country Club, 1 Pleasant Valley Drive in Little Rock. Funeral service will be held at 2 p.m. Thursday, January 25, at Trinity Episcopal Cathedral, 310 West 17th Street, Little Rock. Arrangements are by Little Rock Funeral Home, (501) 224-2200.
