Howard D. Foy, 57, of Lowell, Arkansas died September 23, 2019. He served his country faithfully in the United States Army and as a Police Officer, and Detective.
Survivors include: wife, Cecilia; son, Jeffery Foy (Tahara) and daughter, Jessica Stevens (Danny); father, Howard Foy (Elizabeth); five grandchildren; brother, Nathan Foy (Lettie); sisters, Vicky Boyd (Kevin) and Lisa Roscher.
Funeral: 9:30 a.m., Friday, September 27, 2019 at Calvary Free Will Baptist Church, 1000 N Gutensohn Rd., Springdale, Ark. 72762. Burial following at the National Cemetery in Fayetteville.
