Gov. Sarah Huckabee Sanders listens Wednesday at the state Capitol as Kristi Putnam, secretary of the state Department of Human Services, discusses plans for ARHOME recipients. Putnam said statutes allow the department to use qualified health plan enrollment “as an incentive to foster economic independence.”
