John T. Adams, an attorney for the Central Arkansas Library System, presents the proposal to authorizelitigation challenging Act 372 during the system’s board of directors meeting Thursday at the CALS Main Library in Little Rock. In a memo to the board earlier this week, Adams said the new law violates the First Amendment in three ways.
