Maybe your neighbor had a spare $250,000 and couple of years to chill in prison if he got a federal felony conviction. And even if he got a federal misdemeanor conviction for killing a bald eagle it wouldn't be cheap. But rich people's problems I guess.

For those here that think they can shoot someone for trying to steal their property, might want to take a look at Arkansas Code Annotated § 5-2-607 beforehand.

Police use of force is somewhat different than the standard for others under § 5-2-610. A prosecutor reviews and makes that call on the criminal side. Then there's the civil standard in the inevitable federal civil rights lawsuits: Under totality of circumstances known to that officer, they must have had a good faith belief that they or someone else was in imminent danger of death or serious injury.
