• Seldom does the "bug" strike so early as it has for Bancroft Terry of Tillar. The lad is eight years old and has applied for a correspondent's post at his home city. His letter, including a baseball "story," follows: "Tillar, Monday, June 8, 1914, Joe Warrick was catching behind the bat today when the ball hurted his finger knail. Tillar Conner was bating, Jake Conner was pitching. -- Dear Sirs, I am eight years old and would like to have the job of reporting things to the Arkansas Gazette. Bancroft Terry."

WASHINGTON -- Sen. John McClellan branded the cloture motion adopted yesterday by the Senate as the "first vital step toward the destruction of many of the constitutional rights of our citizens." Both Sen. McClellan and J. William Fulbright voted against the cloture motion which brought to a close the Southern filibuster, thus clearing the decks for final enactment of the Civil Rights Bill. McClellan recently introduced a package of some 30 amendments designed to modify certain provisions of the bill.

• Older drivers who have accidents in Little Rock will soon be sent to a special driving course, planned by Traffic Judge Bill Watt. The course reflects a trend toward helping older drivers, whose vision and hearing become more limited and whose reflexes slow down. "They are the safest and most experienced drivers," Watt said. "Why take them off the road? If they can make adjustments, they can be safe." State officials are faced with a sensitive issue: How to handle older drivers whose age influences their ability to handle cars in traffic.

EL DORADO -- A plan to build a 23-mile pipeline that will empty treated industrial wastewater into the Ouachita River inched forward during an El Dorado City Council meeting. An ordinance raising local sewer rates by 25 percent to help pay for the city's share of the pipeline was read for the first time for the council, which took no formal action. Most likely, the City Council will hold off on voting on the rate increase until July 8 during the third and final reading of the proposal.
