Sought in teen's slaying, suspect, 17, surrenders

A teenage boy wanted in connection with a fatal shooting in Little Rock surrendered to police Monday morning.

Cedric Domond West, 17, was charged as an adult with capital murder in the slaying of Cardaro Houston, 18, on Saturday. Police said Houston was traveling in a Chevrolet Malibu at West 12th Street and Fair Park Boulevard when a Ford Crown Victoria occupied by several black men pulled up about 2:37 p.m.

Multiple shots were fired from the Crown Victoria into the Malibu, striking Houston, according to police. Houston was taken to UAMS Medical Center, where he died later Saturday.

Three other people in the vehicle with Houston were not injured.

In addition to capital murder, West was charged with committing a terroristic act and three counts of aggravated assault. He was being held in the Pulaski County jail Monday.

Police spokesman officer Richard Hilgeman said he had few additional details. He didn't know whether West had provided a statement to investigators, and had no information on a motive.

Hilgeman said West had been on probation after a recent arrest, but further details weren't immediately available because the case was in juvenile court.

West was last known to reside at 1 Carlton Drive in Little Rock.

No other arrests had been made in the case.

The shooting was one of five over the weekend in Little Rock, according to police reports. Hilgeman said the shootings, three of which involved minors, don't appear to be connected.

Byron Foster, 43, was shot in the 1300 block of South Elm Street about 4:05 p.m. Sunday after being confronted by a co-worker "about some words that were said," a police report states. His injuries were not life-threatening.

Nykian Raines, 18, and Demetrius Barton, 43, were both shot about 2:15 p.m. Sunday at West 26th and Maple streets, police said. Their injuries were not life-threatening.

A witness told police Raines and Barton were among two groups of people that exchanged gunfire during a heated argument. Those involved "all stated they did not see anything and refused to give their names," a police report states.

"Honestly, I'm not sure what their motives are for not giving a statement," Hilgeman said. "It'd be great for everybody if they'd cooperate and help us out."

Police detained and questioned four minors. No charges had been filed Monday.

Officers responded to another shooting involving a minor at 2:43 a.m. Saturday. They found a 17-year-old who had been shot in the head while sitting in a vehicle at Stone Ridge Apartments, 5201 Geyer Springs Road. The boy, whose name was not released, told police he'd been waiting on a friend when someone fired multiple shots at his vehicle.

Few details were available in a separate shooting early Saturday at Whisperwood Townhouses & Apartments, 8419 Baseline Road.

Police said an unidentified man was shot at the complex about 12:30 a.m. and transported to UAMS Medical Center by a man who lives in the area.

No arrests had been made in the nonfatal shootings.
