A man who was "completely naked" was arrested after officers spotted him about 9 a.m. Monday walking in the 1400 block of Dr. Martin Luther King Jr. Boulevard, Little Rock police said.

Cornell Hughes, 54, who had no listed address and was described as homeless, was charged one count of indecent exposure. He wasn't listed on the Pulaski County jail inmate roster Monday night.

    No, this is Mr. Cornell. He's a regular passenger on CAT (Central Arkansas Transit), currently called Rock Region Metro, who talks to himself all the time. And I'm not talking about asking yourself a question and answering, but holding full conversations. The strangest thing, however, he seems to be conscious of himself talking, but can't seem to stop. If you ask him a question, he will answer, then go right along with talking to himself. Other passengers know him, but still can't get a specific diagnosis of his condition. I have heard that his entire family do it, too.
