The Arkansas Public Employees Retirement System now grants retirees a 3 percent cost-of-living raise. Last November, the system's board of trustees learned that one possible way to save money would be to seek legislation to grant an annual cost-of-living adjustment that was the lesser of 3 percent or the consumer price index.
