Witness: Arkansas woman ran over pedestrian 'like a speed bump'; police say it's her 5th DWI arrest

After hitting and injuring a pedestrian with her vehicle, a central Arkansas woman has been arrested on a driving while intoxicated charge for the fifth time, police said.

Sharon Rene Shinn, 35, of Jacksonville also faces charges that include hit-and-run accident with injuries and refusal to submit to chemical testing, records show. She also goes by the alias “Sharon Skaggs,” according to a Jacksonville Police Department report.

Around 7:15 p.m. Monday, an officer was called to Papitos Mexican Grill, 1700 John Harden Drive in Jacksonville, in reference to a hit-and-run with injuries.

There, police found Jaylin Anderson reportedly lying face down in the southbound lane along with a driver's-side vehicle mirror nearby.

A witness told officers that Shinn ran over Anderson “like a speed bump” with a white vehicle on John Harden Drive and drove away south on U.S. 67/167, the report states.

A short time later, an officer saw a white 2014 Nissan Altima driving past the scene and into the parking lot of a nearby Econo Lodge. At the motel, police found its driver, Shinn, unsteady on her feet with bloodshot, watery eyes and speaking incoherently, the report noted.

Inside the vehicle, authorities noticed a 32-ounce Sonic Drive-In cup partially filled with a substance believed to be vodka.

Shinn later told police she struck Anderson with her driver's-side mirror, according to the report.

Anderson was taken to North Metro Medical Center, the report states. His condition was not known Tuesday morning.

Shinn’s latest arrest was her fifth on a DWI charge, records show. She was also arrested Jan. 23 in Cabot.

Police wrote that she had three previous DWI convictions: two out of Cabot and another in Conway.

Shinn remained at the Pulaski County jail as of Tuesday morning, and bail was set at $9,075, according to an online inmate roster. She has a court appearance scheduled for Feb. 15.
