Hellmuth Kolb, 81, accused of approaching a woman and offering to buy her 8-year-old daughter for $200,000 at a Walmart in Port Orange, Fla., was charged with simple battery and false imprisonment after grabbing the girl and kissing her on the wrist, police said.

Andrew Cuomo, New York's governor, signed a bill correcting a 50-year-old spelling mistake on the Verrazzano-Narrows Bridge, named for Italian explorer Giovanni da Verrazzano, officially adding a second 'Z' to the name of the country's longest suspension bridge, which links Brooklyn and Staten Island.
