Rogers panel OKs restaurant, apartments

ROGERS -- A new restaurant, car wash and apartment complex are all a step closer to being built after the Planning Commission's approval Tuesday.

The commission approved plans for Torchy's Tacos to build a more than 9,600-square-foot restaurant on about 1 acre on West Pauline Whitaker Parkway south of the Walmart Arkansas Music Pavilion.

Other action

Rogers Planning Commission met Tuesday and approved:

• A request by Rockin Pig to have a sign at 2407 W. Hudson Road.

• A request by Actionpaq Corp. to rezone 2120 Town West Drive from light industrial and heavy industrial to the light industrial zoning district.

• Requests by Budget Truck Rental to allow vehicle/equipment sales and rentals at 2110 W. Walnut St. and 4204 S. Pleasant Crossing Blvd.

• Plans for T-Mobile to build a monopole on about 5 acres off North 13th Street.

The chain has more than 50 restaurants in Texas, Colorado and Oklahoma and is planning its first Arkansas spots in Rogers and Fayetteville, according to its website.

"We'd like to open in early November," said Jeremy Smith, senior director of design and construction.

Plans for Torchy's Tacos passed unanimously with commissioner Eriks Zvers absent.

The commission also unanimously, with commissioner John Schmelzle abstaining, agreed to rezone about 8 acres on the west side of South 28th Street and West Chateau Drive east of Interstate 49 to allow an apartment complex, The Reserve at Osage Creek, to be built there. The rezoning was from residential multifamily with up to 16 units per acre to residential multifamily with up to 18 units per acre.

The Reserve is to have three-story apartments and two-story duplexes totaling 144 units, according to planning documents.

The development will be across the street from a neighborhood of single-family homes. A representative of the project, Bill Watkins, said the duplex townhomes with garages will be closest to the existing houses.

Two residents spoke against the rezoning, citing concern over increased traffic and property value.

"Chateau Terrace has been a very nice neighborhood for a lot of years and understandably we want to keep it that way," Jerry Snyder said.

Watkins said The Reserve development would be separated and distinct enough from the neighborhood it shouldn't have an impact on homes' property value.

In a 5-3 vote, the commission voted to allow Glide Xpress Car Wash at 100 N. Dixieland Road at the Frisco Station Mall. The shopping center is home to Hobby Lobby, Tuesday Morning, Planet Fitness and a few other businesses.

Some commissioners expressed concern over whether the space was the best spot for the car wash, but noted the car wash could drive more people to the shopping center.

Commissioners Mandel Samuels, Dennis Ferguson, Kevin Jensen, Mark Myers and Tony Noblin voted in favor of the project while commissioners Schmelzle, Rachel Crawford and Don Spann voted against.

Expansion plans for Bost to add three residential care buildings for people with developmental disabilities also got the green light. The eight units will be added to Bost's spot on West Oak Street. The expansion also includes a more than 2,800-square-foot office. The commission approved the plans unanimously.
