Arkansas’ congressional delegates find optimism in ongoing spending saga

WASHINGTON -- It would be hard to blame U.S. Rep. Steve Womack, R-Ark., for being pessimistic about the current point of Congress' appropriations process.

The Senate and House of Representatives have struggled to send their 12 annual spending bills to President Joe Biden's desk.
