Ruthie Mae Higgins, 61, of Little Rock departed this life December 10, 2011. Preceded in death by her parents, Mr. and Mrs. Rozen and Lula Bailey; siblings, Rozell Jr., Eddie and Doris Bailey. She leaves to cherish her memory: husband, Robert Joe Higgins Sr.; children, Marcus and Kelvin Higgins; siblings, Pearlie, James, and Willie Bailey, Joyce Bailey Williams (Rodney); five grandchildren; a host of family and friends.
