ELSIE JANE SKINNER, age 70, of Little Rock, passed away on May 4, 2019 at her home surrounded by family. She was born on July 4, 1948 to the late Robert Crisp and America Crisp in Willard, Ky. Ms. Elsie was in the nursing profession, was a housewife, and loving mother and grandmother. She is survived by her husband Tom Skinner Sr., son Tom Jr., stepdaughter Rachelle, and two grandchildren.
