Arkansas’ first presumptive case of covid-19, the illness caused by the coronavirus, was detected in Pine Bluff on Wednesday, March 11. The patient had an out-of-state travel history.

Also on March 11, the Centers for Disease Control and Prevention announced that Arkansas will receive $6,205,347 to support coronavirus preparedness and response, according to the agency’s website.

Symptoms of covid-19, including fever, cough and shortness of breath, have been mild for most people but severe or even deadly for some. The elderly and people with underlying health conditions considered most at risk.

Arkansas covid-19 cases distribution

The disease is thought to spread mainly from person-to-person through droplets produced when an infected person coughs or sneezes. Spread generally occurs between people who are in close contact (within about 6 feet).

People can also catch covid-19 by touching a contaminated surface and then touching their face.

There is also evidence suggesting people can spread covid-19 without developing symptoms, although the Centers for Disease Control and Prevention believes that people are most contagious when they have symptoms.

Two prisons in Arkansas have been stricken by coronavirus outbreaks: the federal prison in Forrest City and the Cummins Unit state prison in Lincoln County.

The rapid spread of the virus through both prisons -- where many inmates sleep close together in open "military-style" barracks -- has prompted pleas from both inmates and their attorneys for compassionate releases from the state and federal governments.

In addition, 11 inmates in the state prison system are suing their jailers, who they alleged were slow to respond to the risk posed by the virus.

Gov. Asa Hutchinson has ordered a review of nearly 2,000 inmates who are serving time for non-violent and non-sexual offenses to determine which ones can me made eligible for early release. Hundreds of those releases began earlier this month.

Gov. Asa Hutchinson signed legislation creating a $173 million rainy-day fund to respond to the coronavirus outbreak on March 28.

On March 30, Hutchinson announced that legislative leaders approved his administration's request to tap $45 million from the fund created by the General Assembly.

Larry Walther, secretary of the state Department of Finance and Administration, said $30 million of the request will be used to purchase personal protective equipment for the state’s hospitals, first responders, community health clinics and others whose work is critical to the response to the ongoing crisis.

An additional $13.5 million will be used to purchase more ventilators and associated parts and equipment as well as any shipping or freight charges required to equip the state’s hospitals with this life-saving equipment.
