Bell said outstanding loans and delinquent debts totaling $190,000 were forcing him to sharply curtail operations.

William O'Hare, Kids Count coordinator at the Annie E. Casey Foundation in Baltimore, released the study Thursday, showing that the 1990 census missed more than 25,000 Arkansas children.
