Proctor hearing request denied by Supreme Court

The top court in the land refused to hear a petition filed by a former Pulaski County circuit judge to be reinstated after his removal from the bench for ethical violations.

The Supreme Court, without comment, declined to review the case of Willard Proctor, whose Cycle Breakers probation program led to his removal from office by the Arkansas Supreme Court.

The state's top court removed Proctor on Jan. 25 after the Arkansas Judicial Discipline and Disability Commission accused him of violating judicial rules.

The judicial discipline panel accused Proctor of engagin in inappropriate relationships with some defendants in the program.

In all, Proctor was accused of violating judicial rules 16 times.

Additionally, the commission accused Proctor of breaking the law when he required those probationers enrolled in the program to pay civil fees or face jail time.

Proctor sought to reclaim his seat, saying his ouster violated his due process rights and amounted to racial discrimination.
