Acting Mayor George R. Stratman takes exceptions to the statement in an afternoon paper that he was responsible for the failure of Ringling Bros.’ circus to hold a parade in Little Rock yesterday. “The real facts are these,” said the mayor last night. “When the attorney of the show, Mr. Dwyer, was in the city a short time ago, he announced that they had decided to pitch their tents in Argenta. “Saturday at 2 o’clock in the morning, he came out to my house, woke me up and said that the circus wanted to hold a parade in Little Rock.” 50 YEARS AGO Sept. 25, 1960 HOT SPRINGS - Governors of key Southern states pointed today to the religious issue as a possible determining factor in any Dixie defections from the Kennedy-Johnson Democratic ticket. Gathering for their annual conference at this historic health resort, early arrivals among the executives talked politics avidly as they prepared for formal sessions beginning tomorrow.

25 YEARS AGO Sept. 25, 1985 JACKSONVILLE - Stateand local officials who participated in an emergency operations drill Tuesday morning at the Vertac Chemical Corp. plant agreed the operation was a success. The one-hour drill - a simulation of a tornado touching down at the plant which was staged by the state Office of Emergency Services - tested the readiness of authorities during such a disaster. “I think it went well,” Ed Claunch, an OES official, said during a critique session at the “command post” set up in the Police and Courts building.

10 YEARS AGO Sept. 25, 2000 WASHINGTON - Forty states, including Arkansas, will soon lose hundreds of millions of dollars of federal money that was supposed to provide health insurance to children in low-income families, federal and state officials say. The money - 45 percent of the $4.2 billion provided by Congress - remains unspent by the states after three years. It will be given to the 10 states that used their full allotments of federal money under the Children’s Health Insurance Program, created by Congress, with much enthusiasm and fanfare, in 1997.
