Men had ‘feud’ with victim, police say

— The victim of a Sunday night shooting died Monday morning and Little Rock police arrested a father and son in the man’s killing.

The slaying of Courtland Dugger, 26, marked the 37th homicide in Little Rock this year, matching the total number of homicides in 2011. In 2010, there were 28 homicides.

Little Rock investigators arrested Phillip Conway Jr., 19, at his 10 Southern Oaks Drive home Monday morning and charged him with first-degree murder in the shooting.

Conway’s father, Phillip Conway Sr., 36, of 2209 S. Main St., surrendered to police early Monday and also was charged with first-degree murder.

The two men were identified by witnesses not long after shots rang out in a gas station parking lot about 8:25 p.m. Sunday.

According to police reports, officers in the 7000 block of West 12th Street saw a car cut across their lane and try to signal them.

When police approached the car, the driver, Christian Sheance, 19, told police that he and his passenger were shot at by gunmen at the Valero gas station and McDonald’s restaurant at 7200 W. 12th St.

Police said the car had several bullet holes in the windshield and passenger side door and officers said the passenger, Dugger, was lying in his seat and appeared to be hit.

Dugger, who lived with Sheance at 9501 Stardust Trail, was taken to Baptist Health Medical Center-Little Rock, where he died early Monday.

Sheance said Dugger was his uncle.

Little Rock Police Department spokesman Sgt. Cassandra Davis said she didn’t know how many people were at the business at the time of the shooting.

She said detectives wouldn’t say which one of the Conways was identified as the gunman, but she said Dugger was killed by a handgun.

Davis said Dugger and the Conways were involved in a “long-standing feud.” She didn’t know if the feud ever resulted in either party filing a report with her department.

Both men remained at the Pulaski County jail early Monday night and are expected to appear in Little Rock District Court this morning.
