— 100 YEARS AGO March 22, 1912

Most of the troubles encountered by the garbage department since collection has been started in the city have been due to misconception of the duties of the garbage man, according to Superintendent Wagner. One citizen went to Superintendent Wagner’s house the other day to request that garbage be removed from his premises. The “garbage” proved to be a dead horse, and Superintendent Wagner informed the man that dead horses did not come under the rules and regulations of the department, except where they are placed in a receptacle one man could easily handle.

50 YEARS AGO March 22, 1962 WASHINGTON - Sen. J. William Fulbright today continued his fight on the Senate floor against a Northern-liberal move to abolish the poll tax. Arkansas is one of the five remaining states in the union which requires a direct tax to vote. The others are Texas, Alabama, Mississippi and Virginia. Sen. Fulbright reiterated his attack against the move in a three-hour speech to theSenate. He also took the floor last week to question the constitutional principles of the plan.

25 YEARS AGO March 22, 1987

North Little Rock officials authorized federally funded home improvement grants to five dead people, two of them dead for almost four years. The information was discovered during a monthlong review by the Arkansas Democrat of the $400,000 Community Development Interim Assistance Grant program, administered by the North Little Rock Community Development Agency.

The result is the same after 20 days of fingerpointing, procedural tugs of war and hints of racial discrimination. Nolan Richardson is not the basketball coach at the University of Arkansas. UA System President B. Alan Sugg on Thursday upheld a decision to terminate the contract of Richardson, who was coach for the past 17 seasons and led the Razorbacks to the 1994 national championship. Sugg’s decision is the university’s final word on the matter.
