House GOP halts aid-extension vote

WASHINGTON - House Republican leaders canceled a vote Monday on a three month extension bill aimed at keeping aid flowing to states while Congress debates an overhaul of transportation policy.

Republicans had planned to bring the extension bill to the floor under rules that require a two-thirds vote for passage. In order to do that, they needed the votes of about 50 Democrats.

But Democratic leaders urged their members to oppose the extension in an attempt to pressure GOP leaders to permit a vote on a $109 billion bill recently passed by the Senate. The Senate bill would overhaul transportation programs while extending them through the end of the 2013 federal budget year.

Facing a likely defeat, House Speaker John Boehner, R-Ohio, canceled a vote on the extension bill.

“The House vote on an extension will occur later this week rather than tonight,” said Michael Steel, a spokesman for Boehner.

Without action by Congress, the government’s authority to spend money on transportation programs and levy federal fuel taxes expires Saturday.

Police think body is lost teacher’s

ST. JOHNSBURY, Vt. - Vermont police found a body in a remote area Monday that they believe is that of a teacher at a New England boarding school whose sport utility vehicle was found running with her unharmed 2-year-old inside.

Throughout Monday, townsfolk converged at the restaurant where Melissa Jenkins, 33, worked part time. As they braved the cold for an evening candlelight service, news about the discovery of the body began filtering through the crowd.

Ed Ledo said authorities continue to seek a suspect.

He would not give details on the condition of the body found in Barnet, a town not far from St. Johnsbury, where Jenkins’ vehicle was discovered Sunday evening near signs of a struggle. An autopsy was planned for today.

Slaying suspect’s deportation failed

SAN FRANCISCO - The suspect in last week’s slayings of five people in San Francisco had been ordered to be deported by an immigration judge six years ago, after he served a prison sentence for armed robbery, federal officials said Monday.

But they said he remained in the U.S. because the Vietnamese government declined to provide the travel documents that immigration authorities needed to process his removal.

Suspect Binh Thai Luc, 35, a Vietnamese citizen, was contacted by Immigration and Customs Enforcement agents while he was serving a sentence for robbery and assault with a deadly weapon.

After he was ordered to be deported, the agency sought the official documents it needed to return him to Vietnam but never got them, said Gillian Christensen, the agency’s deputy press secretary.

The bodies were found Friday in what police initially thought was a murder-suicide.
