State Superintendent George B. Cook and Prof. J.L. Bond, supervisor of rural schools, are urging that school contests of various kinds be held in connection with all county fairs and industrial exhibits this fall. Six formerly all-white schools in the Little Rock public school system will have a total of 79 Negro students next September. The board yesterday assigned a total of 14 additional Negroes to three high schools who, with the 19 who continue to attend, will bring the high school level to 33 Negroes in once all-white schools.

Twenty-two additional Negroes assigned to three formerly all-white junior high schools will bring to 46 the number of Negroes on that level. No Negro pupils were assigned on the grammar or primary school level to all-white schools.

U.S. District Judge Henry Woods on Friday approved proposed student assignments to Little Rock schools for next year but told district officials the assignment plan isn’t in concrete and “there’s got to be a lot of fixing.” Also on Friday, Woods said any North Little Rock or Pulaski County Special School District student who wants to go to one of the six magnet schools in Little Rock can do so providing the 50-50 black-to-white ratio is maintained at the schools. He said participation in the Little Rock magnets by students from neighboring districts is essential.

For the second year in a row, Arkansas placed 47th of all states in a national survey of the quality of life of American children. In the 2002 Kids Count Data Book of 10 indicators of child well-being, Arkansas led only Alabama, Louisiana and Mississippi. Since 1990, Arkansas has never fared better than 44th place. The data book, created by the Annie E. Casey Foundation, uses 10 indicators that include child health statistics - such as rates of infant mortality and teen deaths - and such social factors as unemployed parents or single-parent households.
