Benton police arrest sex offender for failure to comply

William Marsh, a level 3 sex offender, was arrested on November 20 for Failure to Comply with Registration and Reporting Requirements.

The Benton Police Department arrested a level 3 sex offender on Tuesday for failure to comply with registration and reporting requirements.

Detectives received information that William Marsh, 48, wasn't in compliance with his release of terms by living at an unregistered address in Benton, police said in news release.

Upon investigation, detectives were able to see that Marsh wasn't living at his last reported address and was living within 2,000 feet of two daycares, police said.

Detectives located Marsh and took him into custody without incident. Police said Marsh was released from the Saline County jail on a $5,000 signature bond Wednesday and has a hearing on Nov. 27 at 1 p.m.

There are over 763,000 men, women and children across the nation required to register. What started as 39 offenses in the 1940s is now over 189 and counting. The "crimes" range from urinating in public, sexting, exposure, false accusations by a soon-to-be ex-wife, angry girlfriend, or spiteful student, to looking at abusive or suggestive images of anyone up to 16 in some states and 18 years old in others, solicitation, prostitution, Romeo and Juliet consensual sexual dating relationships, playing doctor, rape and incest. Credible studies indicate that 95% of sexual offenses come from “within the family unit,” friend or someone know to the family and NEVER gets reported. The registry is a way to make parents "feel good!"

Now if you multiply the number above by 2 or 3 registrant family members you can clearly see there are well over 2,000,000 wives, children, mothers, girlfriends and others suffering the collateral damage caused by these registries by being harassed, beaten, shunned, threatened, have signs placed in their yards, wives lose their jobs when someone finds out they are married to and “live with” a registrant, have flyers distributed through the neighborhood, forced to leave their church, lose friends and family. How is this helping someone who has paid their debt to society re-enter society? Mental health professionals have said repeatedly the family support system, a place to live and a job are essential to the restorative process. How is that to take place when nobody will rent to them or hire them because their business or apartment complex will also be on the dex offender registry.

But, if you had rather incarcerate them with your tax dollars at approximately $26,000 per person per year then by all means do so. Private prison industries like GEO and their highly paid lobbyist will thank you for meeting their contracts with the states to maintain 90% fill rates of incarceration. Are you starting to see the big picture. One violation and it is another felony and you are sent back.

Forcing folks who have paid their debt to society to “register” every 90 days is ludicrous.

A more responsible approach would be to educate parents, children and teens about ways to stay safe. Registries are PUNITIVE and a waste of money which the states do not have.
