Latoya Proctor, 27, was arrested about 10:30 p.m. Tuesday and charged with endangering the welfare of a minor, according to a North Little Rock Police report.

Police were called to the Fourth Street apartment complex after a man saw the child in the back seat of Proctor’s car unattended, according to the police report. The witness said he was going to meet his girlfriend in the parking lot when he noticed the child in the car two spots away.

He told police he saw an unknown man exit the back passenger’s side seat of the car and yelled to ask if he knew the child was in the car. The witness said the man ran with a bag in his hand, and the witness called the police.

Another witness took the child - who was crying, according to witnesses - out of the back seat of the cold car and put the child in her own car, where the heat was on, according to the report. Officers later wrote in the police report that the temperature in the car was about 30 degrees and “ice cold” when they arrived.

The officers contacted Proctor, who was inside her apartment. According to the report, she told police she had only left the child unattended for a few minutes. She also told police that her car console had been rooted through and her purse was missing, according to the report.

Officers arrested Proctor and took her to the Pulaski County jail.
