House panel tries again with 12-week abortion ban

— A proposal to ban most abortions in Arkansas 12 weeks into a pregnancy is coming back before a House panel days after it fell short of the votes needed to pass.

The House Public Health, Welfare and Labor Committee on Tuesday planned to consider the revised version of the proposed abortion ban.

The panel is also expected to vote on a revised version of a separate measure that would ban most abortions at 20 weeks.

The panel had approved an earlier version of the ban, but the measure was amended to add exemptions and remove criminal penalties for doctors. The revised measure fell one vote shy when it went before the panel last week.

Gov. Mike Beebe has called the bill unconstitutional, but has not said whether he’ll veto it.
