William Cook, 26, was driving east on River Road about 6:30 p.m. at speeds exceeding 100 mph, deputies said.

A pedestrian, 33-year-old Phillip Goss, signaled Cook to slow down. After driving a short distance, Cook made a U-turn and headed back toward Goss, who purportedly walked into the road.

Cook swerved to avoid hitting Goss, deputies said. Cook's car then spun out of control, left the road, flipped five times and traveled about 550 feet before coming to rest in the middle of River Road near Jessica Drive.

A backseat passenger, 17-year-old Cody Farley of Redfield, was ejected from the vehicle. He was taken to Jefferson Regional Medical Center, where he later died, deputies said.

The conditions of Cook and front-seat passenger Kimberly Cook, 34, were not available Monday.

According to the statement, Goss had a blood alcohol content level of .186, more than twice the legal limit. Goss was arrested and booked into Jefferson County jail on charges of public intoxication and failure to appear. His bail was set at $1,145, and he remained on the jail's roster Monday evening.

Conditions were clear, and the roads were dry at the time of the accident.
