100 YEARS AGO Feb. 21, 1914

Officers in the Arkansas National Guard will subscribe from their salaries approximately $3,000 for the maintenance of the organization until legislative appropriation can be procured. This subscription from the officers is the result of a meeting of the National Guard Association held at the Hotel Marion yesterday. It was agreed that field and staff officers shall pay 25 percent of their total annual salaries and that company officers shall pay 25 percent of the salaries each receives for duty at officers’ schools.

50 YEARS AGO Feb. 21, 1964 PINE BLUFF - Negro leaders worked today to get the 1,000 Negro students at Arkansas AM&N College to participate in a demonstration at a segregated cafe. Lawrence Davis, president of the college, called the student body to a 2 p.m. assembly to urge the students not to participate. Gov. Faubus said in Little Rock that the Pine Bluff racial situation was “threatening” and that State Police have implemented a riot plan. A spokesman for the Student Non-Violent Coordinating Committee said the AM&N students were being recruited for the demonstration at Ray’s Trucker’s Inn, probably later today.

25 YEARS AGO Feb. 21, 1989

The Legislature sent to Gov. Bill Clinton Monday a proposed law that requires vision tests for everyone seeking an Arkansas drivers license after July 1. If Clinton signs the measure, it will increase the cost of a four-year license by $1 - raising the total to $14 - to pay for the tests. Sponsors said the test would add two minutes to the length of time it takes to get a license. “I hope members of this body would think two minutes was not too long for safety,” said Sen. Morril Harrimen of Van Buren. The bill, approved 26-4, establishes vision standards for Arkansas drivers and would require drivers to wear corrective lenses if their vision tested 20-40 or less.

10 YEARS AGO Feb. 21, 2004 CONWAY - Students living on campus at the University of Central Arkansas in Conway will see a 3.4 percent jump in their room and board fees next fall. The school’s board of trustees approved the change at a meeting Friday afternoon. The extra funds will cover an increase in the school’s contract with food service provider ARAMARK, which operates the campus cafeteria. Renovations to the cafeteria and residence hall upgrades will also be covered in the hike.
