Man said to resist arrest at Wal-Mart

A homeless man faces five charges after police say he refused to submit to an officer who attempted to arrest him for purportedly shoplifting last week.

The man was stopped for purportedly shoplifting at the Wal-Mart at 700 S. Bowman Road in Little Rock around 6 p.m. Wednesday, according to a report from Little Rock police.

Officers say that while the man was being arrested, he refused to cooperate and used profanity, the report states.

As he was being searched, the man started pulling away and made threats to the officer, saying he would beat up the officer if he didn’t remove the handcuffs, the report states.

Billy Welch, 52, was charged with theft, resisting arrest, terroristic threatening, disorderly conduct and possession of misbranded drugs.

According to the report, Welch had warrants for his arrests in Stone County and was also a parole absconder.

He was being held in the Pulaski County jail late Sunday on a parole hold.
