July 25, 1914

• Can a man get drunk on morphine? This question was asked Attorney General Moose by Justice of the Peace J. T. Baldridge of Pearson and Mr. Moose replied in the negative. Mr. Baldridge stated that a man at Pearson had taken morphine to relieve pain from rheumatism and was arrested, charged with being drunk. This was the first legal opinion of this character ever rendered by an Arkansas attorney general.

July 25, 1964

• Pulaski Rep. Gary Eubanks got a 75-foot surprise today -- that is, when a 75-foot banner which his plane was towing vanished. Eubanks, who is running for re-election to a second term, had made extensive arrangements including clearance with the Federal Aviation Authority, to fly with the lengthy ribbon advertising his candidacy over the cities and county. So he and pilot Grant Killough took off from the North Little Rock airport early in the sunny skies and headed for Little Rock, where they were to make a circle in the vicinity of the Tower Building. Eubanks said just as they started a turn over the Arkansas River toward the 18-story structure, he glanced back to find the banner was gone. Some hours later he said they received a call from a man who had found the banner at 5th and Cornish in North Little Rock. Eubanks said it would be refastened to the plane and towed over the county later today.

• Hoping the third time is the charm, Gov. Bill Clinton asks the Legislature today to vote again on a revised version of the $131 million Pulaski County school desegregation settlement. The governor appeared confident Monday that he would have the necessary votes for a redrafted settlement bill designed to eliminate constitutional questions over the number of votes needed to pass the House. The Senate has approved the measure by overwhelming majorities on two previous occasions.

• Upset with Gov. Mike Huckabee's lack of explanation for granting clemency to criminals, a Conway woman has posted an online petition to collect signatures demanding to know why. Janice Brown of Conway lists nine criminals -- kidnappers, drunken drivers and murderers -- to whom Huckabee has granted clemency. "Keeping silent on your reasons for clemency is a cowardice decision," the petition reads.
