Balloon release to honor foster care kids canceled

Four hundred balloons were set to be released Tuesday in honor of the children in the state's foster care system, but the release has been canceled because of rain.

The Department of Human Services' Division of Children and Family Services were planning to release the balloons at the Little Rock Farmers Market at 3:30 p.m. However, showers and thunderstorms, which are expected in the state through the rest of the week, began pouring rain on the River Market area of Little Rock in the early afternoon.

One balloon was meant to represent 10 foster care kids in the state.
