Maumelle man joins health-hub board

An account executive with an employee benefits firm in Little Rock has been appointed to the board that manages Arkansas' health insurance exchange for small businesses.

Randy Rogers of Maumelle was appointed to the 11-member Arkansas Health Insurance Marketplace board by Senate President Pro Tempore Jonathan Dismang, R-Searcy, the board said in a news release Monday.

Rogers replaces Fred Bean, who stepped down in December.

Rogers is an account executive with Itasca, Ill.-based Arthur J. Gallagher & Co., according to the release. Previously, he worked for Little Rock-based Hagan Newkirk, which Gallagher acquired last week, board spokesman Alicia McCoy said.

Created by the state Legislature in 2013, the marketplace board in late 2014 received a $99.9 million federal grant to set up health insurance exchanges for individual consumers and small businesses.

Under the 2010 Patient Protection and Affordable Care Act, such exchanges allow people to shop for coverage and apply for subsidies to help pay for it.

The exchange for small businesses opened for enrollment in November.

Plans for the individual exchange have been put on hold at the request of Gov. Asa Hutchinson, who has said the state appears to be adequately served by the federally run exchange that opened for enrollment in October 2013.

Rogers represents the health insurance industry on the board. His term expires in 2019.
