April 23, 1917
PARAGOULD -- The first meeting of the Interscholastic Association of Northeast Arkansas was held here Friday night and yesterday. Contests were held in declamation, voice, violin and reading Friday night. The schools of Osceola, Piggott, Blytheville and Paragould, in Arkansas, and Malden, Cardwell and Campbell, in Missouri, were represented by large delegations, which were entertained by the local high school students with a reception last night, followed by a dance in the Elks' club rooms.

• A wire clothes hanger was holding the tie rod and steering mechanism together on a large tractor-trailer highway rig that was stopped recently by state Commerce Commission officers, the Governor's Highway Safety Committee heard Friday. Maurice Buttrum, director of the Commission, said that another trucker tipped the agency to the hazard. The offending driver was fined $100 in West Memphis city court, Buttrum said.

• Vertac Site Contractors in Jacksonville has warned that it will be out of money by May 29 and incineration of hazardous wastes will be in jeopardy unless the state comes up with more money. In an April 16 letter, Pat Pettiette of Vertac Site Contractors wrote Randall Mathis, director of the state Department of Pollution Control and Ecology, and said the state owed the company $5,942,999 for the company's downtime since March 6, 1991.

• A Maumelle builder with a rocky past has proposed a major project near the primary drinking-water source for nearly 400,000 central Arkansans. John "Jay" DeHaven's initial plans for roughly 950 acres west of Lake Maumelle have posed the first test of a plan to limit growth near the water, and the region's public water utility has told him to scale back or face legal action. "Apparently, Mr. DeHaven is receptive," said Bruno Kirsch, director of watershed management for Central Arkansas Water. "At least we're happy he's making that consideration." DeHaven declined to comment on Friday. A utility consultant plans to meet with both sides on Thursday to discuss changes to the proposed Canterbury Park project. They've met once already.
