• Governor Rockefeller provided the state Governmental Efficiency Study Commission with $15,000 from his emergency fund as a substitute for the legislative appropriation to the Commission. George Wildgen, executive director of the Commission, said that legislative restrictions on the $15,000 appropriation made it impractical for the commission to use it. The money primarily was for Commission expenses. The $15,000 will be used to pay for consulting work, printing and allied expenses, Wildgen said.

• Little Rock School District Superintendent Mac Bernd and his staff will explore ways to preserve plans for an aerospace magnet high school in preparation for a school board meeting on the issue. School board members, who met for more than 3½ hours, said they were concerned about the cost. And they questioned whether new high school space is needed. The school, as currently proposed, would house grades seven through 12 and would be connected to an aviation museum on property adjacent to the Little Rock Regional Airport.

• Pulaski County employees cheered budget officials when they voted Tuesday to send to the full Quorum Court a 2008 budget proposal that includes a 3 percent pay-grade increase and a 2 percent cost-of-living increase for the nearly 1,200 county employees. The $54.76 million budget also includes $24,000 to increase pay for the county's three coroners as well as money for 800 beds at the county jail. If the Quorum Court approves the budget at its Nov. 27 meeting, this will be the first time in 11 years the county has completed its budget in November, Pulaski County Comptroller Mike Hutchens said. "I'd say y'all made a big jump on where you need go to," he said, complimenting committee members. The pay increase for employees comes on the heels of a one-time, 3 percent "bonus" the Quorum Court approved for full-time employees in October. The one-time pay disbursement, totaling $778,226, came from personnel budget funds that were appropriated but never spent.
