March 17, 1918

MOUNTAIN HOME -- Ira Wilber, who formerly lived near Lone Rock, Baxter County, and who was arrested a few days ago, charged with being implicated in the murder of Ellen Cockrum and her daughter, May Smith, near Lone Rock, November 30, was indicted on two counts of murder in the first degree by the Grand jury here today. The murder was one of the most horrible ever committed in this part of the state. The women were found dead Tuesday, December 4, having been missing since November 3o. Both had been shot with a 16-gauge shotgun.

• Several new procedures have been adopted in First (criminal) Division Pulaski County Circuit Court and Little Rock Traffic Court at the suggestion of the Pulaski County Bar Association. Other procedural changes for these courts are being studied. The changes were announced Saturday in a prepared statement issued jointly by Circuit Judge William J. Kirby, who presides in First Division, Traffic Judge John L. Sullivan and the Bar. The Circuit Court changes provide for appointing more lawyers to represent indigent defendants in felony cases and for faster disposition of the cases.

HOPE -- Police arrested a 13-year-old boy Tuesday on a first-degree murder charge in the death of a 12-year-old. Police refused to release the boy's name because he was charged as a juvenile, and the investigation into the death of Brian Williams of Hope continues, Lt. Jim Purtle said. Purtle said the boy arrested is the same one investigators questioned after Brian was found injured March 9 lying near railroad tracks at the U.S. 67 intersection west of Hope. Emergency workers initially treated Brian for injuries he suffered when struck by a train.

• Jacksonville police were investigating the city's first homicide of 2008 on Sunday after finding the body of a 22-year-old man in his apartment. About 4:30 p.m., Jacksonville police were asked to check on William Ramsey at apartment 520-D at The Park on Stonewall, 512 Stonewall Drive. Once there, they found Ramsey's body inside his first-floor apartment. Police spokesman Lt. Martin Cass said Ramsey may have been beaten to death, but investigators also found lacerations on his body. The apartment was in shambles, indicating a struggle inside, Cass said.
